Primary 1 Registration Explained: Phases, Distance Priority and Balloting

How Singapore's Primary 1 registration works phase by phase, how home-to-school distance and citizenship affect priority, and how to plan a realistic shortlist.

Entry to Primary 1 in Singapore is governed by a phased registration exercise run by the Ministry of Education each year for children turning seven the following January.

The phases

  • Phase 1: a child with a sibling currently at the school.
  • Phase 2A: a parent or sibling who is a former student and a member of the alumni association, a parent on the school's staff or management, or a child from an affiliated MOE kindergarten.
  • Phase 2B: a parent who has volunteered at the school, is a member of an affiliated church or clan, or is an active community leader.
  • Phase 2C: all remaining children who are citizens or permanent residents.
  • Phase 2C Supplementary: children not yet registered.
  • Phase 3: non-citizens and non-permanent residents.

MOE reserves places for Phase 2B and 2C so that families without connections are not shut out of popular schools.

Distance priority and balloting

When a phase is oversubscribed, priority goes by citizenship, then by home-to-school distance: within 1 km, between 1 and 2 km, then beyond 2 km. Within a band, places are decided by ballot. Parents must live at the registered address for at least 30 months from the start of registration.

Planning a shortlist

Every Singapore primary school on this site has a profile with its location, zone, programme flags such as GEP and SAP, mother-tongue offerings and CCAs. Start from your planning area page, check the distance band for each school, note affiliations with secondary schools, and look at last year's Phase 2C vacancies and balloting on the MOE website. A realistic plan includes at least one school where you are likely to secure a place in Phase 2C without a ballot.

After registration

Transfers are possible later subject to vacancies, and students can apply to any secondary school through the PSLE posting regardless of which primary school they attended.

Frequently asked questions

Does volunteering guarantee a Phase 2B place?

No. It makes the child eligible for Phase 2B; if that phase is oversubscribed, distance and balloting still apply.

How is distance measured?

MOE uses a straight-line distance from the registered home address to the school using its OneMap-based tool.

Can permanent residents register in Phase 2C?

Yes, but citizens take priority over permanent residents within each distance band.
