SAP, GEP, Autonomous and Independent Schools: What Singapore School Labels Mean
A plain-English guide to the labels on Singapore school profiles: Special Assistance Plan, Gifted Education Programme, autonomous, independent, specialised independent and government-aided.

Singapore schools carry a set of official labels that signal their funding model and programmes. Here is what each one means for a family.
By management
- Government schools are run directly by the Ministry of Education.
- Government-aided schools are funded by MOE but have their own management boards, often with a clan, mission or community heritage, and may give admission priority accordingly.
- Independent schools such as Raffles Institution or Hwa Chong Institution have greater autonomy over curriculum, staffing and fees, which are higher than in government schools but subsidised for eligible families.
- Specialised independent schools focus on a domain: NUS High School (mathematics and science), the School of the Arts, the Singapore Sports School and the School of Science and Technology.
By programme
- Special Assistance Plan (SAP) schools offer a bilingual, bicultural Chinese-English environment; students take Higher Chinese and the schools preserve Chinese cultural traditions.
- Gifted Education Programme (GEP) primary schools host the enriched curriculum for the roughly top one percent of pupils identified through screening in Primary 3.
- Autonomous schools are government or government-aided schools given extra funding and flexibility to run enhanced programmes; they charge a small additional fee.
- Integrated Programme (IP) schools run the six-year route that bypasses the O-Levels.

Are independent schools private?
No. They are part of the national system, funded by MOE and subject to its policies, with more autonomy and higher fees.
How is a child selected for GEP?
Through two rounds of screening tests in Primary 3; selected pupils transfer to a GEP centre school for Primary 4 to 6.
Can non-Chinese students attend SAP schools?
SAP schools require Chinese as the Mother Tongue subject, so they effectively enrol students taking Chinese.
